When you are working on a picture you will find that you need a specific color from one area of the picture to also be on a different area. Photoshop has a handy tool made exactly for this, it is called the eyedropper tool. When you use the eyedropper tool then you can even pick up a color not only from the image opened in the Photoshop's workspace but from other applications too. Look at the picture below. This makes the eyedropper a very handy tool for what you will need in other applications or simple inside photoshop.

You can do a lot with filters, they can change the mood or tone of a photo, or they can add a completely different effect altogether. What the sepia does is it will actually create a warmer mood for the picture by making the colors more warm. Most, if not all, photo editing program contain filter effects.
