As a computer expert, I have found many cases where people's broadband speeds are much less than what they are supposed to be receiving. If you look at your router's stats you will see your sync speed, otherwise known as line rate. If you do a speed test and is less than half of this, you have a problem. The tips I am going to show you have, in my experience, helped a lot of people.
Click on the Start menu and go to Run. In the box type 'command' (without the quotes) then click Ok. In the black box that opens type in the following list of commands, pressing Enter after each line:
ipconfig /flushdns
netsh
dump
winsock reset
int ip reset resetlog.txt
Close the command prompt, bookmark this page and restart the computer. Note that you can also do these same commands in Vista, but you need to run the command prompt as administrator (click Start, in the search box type command prompt, right click on the result and select Run as administrator).
A more obvious solution would be to empty the temporary internet files and cookies from Tool and Internet Options. These files were great in the good old days of dial-up as it would save the web page to your computer. Now with high speed broadband, loading the files themselves can take more time than loading the site from the server. Cookies also store and submit data, and some of them will eat your broadband speeds.
A good virus scanner is highly recommended with any versions of Windows, along with an even better firewall. Hackers have the ability to leave nasty trojans to redirect their own traffic across your own landline. By doing this it acts as a proxy, so they can continue to do whatever they were doing AND you will get the blame for it. As any computer novice knows, a virus can be fatal to your computer, a good hacker can be fatal to your very existance as well as your broadband speeds.
Clean your computer! if your computer is running slow, then your broadband certainly will. Backup any files your not using and cleanup any files you don't want. Start off your late spring clean with a disk cleanup, theres some software out there that will cleanup your registry, and your computer will love you for it. The below link will take you to the registry cleaner I use, its so useful I just have to promote it:

The registry is the core of Windows, if you have installed a lot of junk, then uninstalled it, some programs will leave a lot of entries. Your computer will run almost as good as new.
It can also help to reset your router. If you use a USB modem, throw it away and purchase a router. USB devices share the processing power between every other USB thing you have. Modems need a fair bit of this power, but a router will provide it's own power, processing and other stuff like hardware firewalls and security mechanisms. Not only do they help to keep you safe, itwill help many towards their broadband speeds.
