You will be hard pressed to find the boot with the "perfect fit". Boots are designed with extra material at the ankle so there is play or give when the wearer walks in the boot. If you notice wrinkles or gaps at the ankle of your boot this is normal.
If your measurement falls somewhere in between a normal measurement, for example, you are 17.5" instead of 17", you can purchase a boot at the lower size and have them stretched to fit.
Alternatively you can also purchase the next size higher and have the boot shaft reduced to fit. These techniques will allow you to achieve a better fit in your boot and it's not that expensive either.
